what makeup compliments green eyes?

I use an eyeshadow light green, green eyeliner and brown mascara, but it is too clear. I have very pale skin and I kinda have rings (they are genetic) the right colors of makeup that works for the green eyes, but did not look bad with my skin? I really want to make my eyes pop ... suggestions? and if you have any tips on how to get rid of circles that would be cool:) thank you!

It's called Exact Eyelights. If you do not want to buy, mascarra color for green eyes is called "Black Ruby."
